RTI Lawyer in Mulund, Mumbai and Thane – Applications, Appeals and Information Commission
An RTI lawyer helps you obtain information from government offices through a properly drafted application and, if the reply is refused or delayed, through appeals. DM Legal Services helps citizens, societies and businesses in Mulund, Mumbai and Thane use the Right to Information Act, 2005 effectively.

What the Right to Information Act Allows
Under the Right to Information Act, 2005, any citizen can ask a public authority for records, documents, file notings, certified copies, inspection of work and samples of material. Public authorities include government departments, municipal corporations, police, courts’ administrative offices, public sector bodies and bodies substantially financed by the government. Information can be refused only on grounds listed in Section 8 or Section 9, such as national security, trade secrets or personal information with no public interest, and the authority must give reasons.
How to File an RTI Application
- Identify the public authority and its Public Information Officer (PIO).
- Draft the application clearly under Section 6, listing precise questions and the period of records you want. Vague or open-ended questions are a common reason for refusal.
- Pay the prescribed fee by the method accepted by that authority. Applicants below the poverty line are exempt.
- Send it by post, in person or through the online portal where available, and keep proof of submission.
Time Limits and Appeals
- The PIO must generally reply within 30 days of receiving the application. Where life or personal liberty is involved, within 48 hours.
- If there is no reply, or the reply is incomplete or refused, you can file a first appeal before the First Appellate Authority within 30 days.
- If that also fails, you can file a second appeal or complaint before the Information Commission (the State Information Commission for state and local bodies) within 90 days.
- The Commission can direct disclosure and can impose a penalty under Section 20 on a PIO who refuses or delays without reasonable cause.
Where RTI Is Commonly Used
- Property and land records, building plans, occupancy certificates and municipal approvals
- Cooperative housing society records and registrar files
- Police complaints, FIR status and action taken
- Pension, service and scholarship matters
- Government tenders, work orders and expenditure details
RTI cannot be used to demand opinions, and it does not replace the court process, but it often produces documents that are useful in a case.
How We Help
We draft clear applications, prepare first and second appeals, appear before the appellate authorities and the Information Commission, and advise on whether RTI is the right tool for your problem. Please note that the State of Maharashtra has been revising its RTI Rules, so we check the current rules on fees and procedure before filing. We do not guarantee any particular reply or outcome.
